Dr. Jasper Jay N. Mendoza, TSU’S 7TH PRESIDENT

Marking a new chapter in the university’s history, Dr. Jasper Jay N. Mendoza was sworn in as the seventh president of Tarlac State University on May 5, 2026, at the Commission on Higher Education.

Dr. Mendoza is an accomplished academic administrator whose professional career reflects sustained service, steady progression, and long-term engagement in tertiary education. An alumnus of Tarlac State University from basic education through undergraduate studies, his professional formation has taken place within the institution he continues to serve. This continuity has afforded him a deep and practical understanding of the university’s academic culture, governance structures, and responsibilities to students, faculty, and the academic community.

Central to his administration is the "DALAN" (which means “road” in Kapampangan) framework which he presented during the presidential forum with a vision designed to transform TSU into a hub for "future-ready" professionals and servant-leaders through a balance of inclusive instruction, impactful research, transformative extension, and sustainable production.

His roadmap also prioritizes modern infrastructure and governance, including the creation of smart campuses, the integration of real-time information systems, and the implementation of comprehensive AI governance policies.

Dr. Mendoza’s commitment to the TSU community extends to comprehensive welfare and inclusivity initiatives with plans on revising the student manual, widening of scholarship programs under the Universal Access to Quality Education Act, and establishment of essential student services such as a 24/7 mental health line, dormitories, and a sports hub.

Furthermore, he aims to champion social advocacy by expanding Gender and Development (GAD) programs and strengthening programs geared towards marginalized students and ensure equitable access for students with disabilities.

A full-fledged Professor V and a Licensed Professional Teacher, Dr. Mendoza brings to academic leadership the perspective of a career educator grounded in teaching practice and professional standards. He earned the Doctor of Philosophy in Educational Management and pursued advanced leadership and policy preparation to complement his academic training. His executive development includes the Public Management Development Program Senior Executive Class and the Diploma in Public Management Development at the Development Academy of the Philippines, where he engaged in strategic planning, public sector leadership, and governance studies. He also completed policy analysis training at the University of the Philippines National College of Public Administration and Governance, strengthening his capacity to interpret and operationalize national education policies. His international exposure includes participation in the DAAD International Deans’ Course on innovative higher education strategies, conducted in partnership with the University of Potsdam and leading Philippine universities. These experiences have shaped a leadership approach that draws from global perspectives while remaining firmly grounded in local institutional realities.

Dr. Mendoza previously served as Vice President for Academic Affairs of Tarlac State University from July 2025 to April 2026, with concurrent responsibility as Officer in Charge of the Office of Curriculum and Instruction. In these roles, he provided institution-wide academic leadership over curriculum development and review, instructional standards, faculty development, support to accreditation and quality assurance on academic programs and curricular offerings, academic planning, and internationalization initiatives.

Prior to this, Dr. Mendoza held a wide range of academic and administrative positions that provided comprehensive exposure to university operations. He served as Dean of the College of Education for nearly six years, overseeing academic programs, faculty development, licensure examination performance, accreditation initiatives, and research and extension activities. He also served as Director of the Office of International Affairs, where he managed international partnerships, mobility programs, and global academic engagements. His earlier service as Dean of Student Affairs and Services placed him in direct oversight of student welfare, support services, and co-curricular development. Additional roles as Associate Dean, Executive Assistant to the Vice President for Academic Affairs, and Program Chairperson of the Bachelor of Physical Education program strengthened his experience in academic coordination, executive support, and program-level leadership.

At the national level, Dr. Mendoza serves as a National Accreditor of the Accrediting Agency of Chartered Colleges and Universities in the Philippines, Inc., (AACCUP) and as a member of the Commission on Higher Education Regional Quality Assessment Team. In these capacities, he has participated in and led accreditation surveys, institutional assessments, and curriculum validations across Luzon, Visayas, and Mindanao. His work contributes to the promotion of academic quality, accountability, and continuous improvement across higher education institutions.

Dr. Mendoza is also actively engaged in scholarly work and curriculum development. He has authored peer reviewed international journal articles, academic workbooks, and institutional research focusing on teacher education, transformative teaching, wellness and physical education, student engagement, and academic quality assurance. He is a contributing member of the Reframed Teacher Education Curriculum development team under the Teacher Education Council and the Commission on Higher Education, supporting national initiatives to strengthen pre-service teacher education and align programs with outcomes-based and competency driven frameworks.

Dr. Mendoza’s leadership is characterized by discipline, accountability, and consistency. Colleagues describe his approach as calm and consultative, with decisions guided by integrity, fairness, and service to the academic mission. He places strong emphasis on trust, shared responsibility, and adherence to academic standards as foundations of effective academic governance.

His journey began in the classroom and progressed through increasing levels of responsibility within the university. Each role he assumed deepened his understanding of how academic policies, institutional systems, and leadership decisions shape the daily work of faculty and the learning experience of students. This progression fostered a leadership approach grounded in experience, institutional knowledge, and respect for academic processes.

As University President, Dr. Mendoza now carries the responsibility for the direction of the university. His work encompasses curriculum standards, faculty development, accreditation readiness, academic planning, and international engagement. His leadership is informed by doctoral training in educational management, executive preparation at the Development Academy of the Philippines, policy studies at the University of the Philippines, and participation in international higher education leadership programs supported by DAAD.

Dr. Mendoza leads with steadiness and restraint, guided by truth, service, unity, discipline, accountability, and integrity. His work reflects a belief that universities are strengthened through principled leadership, shared responsibility, and consistent dedication to academic excellence.

By 2030, the university expects to see the rollout of expanded Wi-Fi and cashless payments, aligning TSU with the regional development needs of Tarlac and the broader "Panatag na Buhay" goals of 2040.

Dr. Mendoza will be in service for four years as the TSU President starting May 6, 2026 until 2030.
