TSU Delegation joins 2025 Regional Culture and the Arts Festival opening at PSAU

A total of 194 delegates from Tarlac State University, comprising of 130 student participants and 64 administrative officials, staff, and coaches, gathered on November 24, 2025, for the opening ceremony of the Regional Culture and Arts Festival III 2025 at the Pampanga State Agricultural University (PSAU) in Magalang, Pampanga.

This year’s competition carries the theme, “Sining at Kulturang Hinulma ng Panahon: Diwa ng Nagkakaisang Gitnang Luzon,” which emphasizes unity – one of the values shared by the participating institutions to honor the region’s evolving artistic and cultural landscape.

From November 22 to November 25, the student participants will compete in various events showcasing their talents in performing arts, visual arts, literature, and other traditional Filipino cultural expressions.

In an interview, Prof. Douglas C. Ferrer, Director of the Office of Culture, Arts, and Languages (OCAL), expressed confidence in the delegation and encouraged them to embrace the experience with enthusiasm and purpose.

“Napaka positive ng spirit ko na mas marami tayong ipapanalo. Napakahusay ng ipinakita noong mga practices at ‘yung skills nag-level up. Madaming nagbago sa batch na’to, sana pagtulungan natin ipanalo. Damihan natin ang ginto at lahat tayo sasama sa national cultural competition,” he said.

He also conveyed his gratitude to the university administration for their support of cultural and artistic endeavors.

As of this writing, TSU is ranked 5th out of thirteen state universities and colleges (SUCs) with a score of 72 points. The current unofficial standings place Bulacan State University first with 161 points, followed by NEUST in second, CLSU in third, and PSAU in fourth. This overall count remains partial and unofficial, based on the results released via the PSAU website.

PSAU is the host for the RCAF III 2025 on behalf of the Culture and the Arts Association of State Universities and Colleges in Region III (CAASUC III) – a regional body dedicated to promoting arts and culture among SUCs in Central Luzon.
