Mission

The College of Public Administration pursues the Mission of the University which states: “The Tarlac State University is committed to develop, promote and sustain the efficiency of quality and relevant programs in higher education for people empowerment, professional development and global competitiveness

Goal

The College of Public Administration shall provide a comprehensive range of quality public administration programs and services which aims to advance the study and practice of public administration and to produce professionals in the discipline, economy, politics, education, public service and other related disciplines for local, national and global development.

Objectives
  1. To lead in the continuing professionalization of public administration through the provision of relevant instruction, training and service.
  2. To provide quality education at the bachelor, masterand and doctoral levels.
  3. To conduct research designed to advance and enhance both theory and practice of public administration as well as in the other related fields.
  4. To advocate, safeguard and preserve the integrity of public administration as a field of discipline and profession.
  5. To encourage committed participation in research - based community outreach programs and other extension activities.
  6. To establish functional linkages with organizations and institutions in support of instruction, research, extension and production functions.
  7. To produce professionals in public administration equipped with knowledge, technical skills and ethical values needed for public service.

 Bachelor of Public Administration

Objectives

  1. To attract and develop quality students to the program, who shall form part of the professional manpower for government service and related areas; General and Specific Objectives
  2. To secure financial resources from benefactors, and other sources, attracting quality faculty, developing the BAPA Program, placing students in internships and retaining quality faculty; General and Specific Objectives
  3. To provide students with basic knowledge and practical skills; instilling a sense of professionalism among them; providing them the theoretical framework; and developing appreciation for the history and tradition of the field; providing them analytical skills and instilling professional ethics among them; General and Specific Objectives
  4. To place pre-service students in job, maintaining standards of entry into the profession, and providing the appropriate supply of labor to the community and the country.



GRADUATE PROGRAMS:

 Master of Public Administration(Enriched Curriculum)

Program Objectives:
  1. To boarden one's range of knowledge in the different areas of public administration such as human resource management, fiscal administrations, policy analysis for competent leadership in research, extension, supervision and administering of projects and activities; and
  2. To equip individuals with administrative competence, techinical skills and ethical values needed for public service through multi-disciplinary instruction and research oriented projects and activities.

 Master of Public Administration Major in Health Management

Program Objectives:
  1. To provide adequate knowledge about health and the forces affecting the health of the person, the family and collectively the community in relation to the person's environment(internal & external).
  2. To develop conceptual, technical and humanistic skills of a generalist in the field of health.
  3. To fomulate policies and strategies and direct its execution of optimum utilization of the available resources in the community (Non-Government/Government resources); and
  4. To integrate health services being provided by the both government and non-goernment health services providers.

 Doctor of Public Administration Major in Administration & Socio-Economic Development

Program Objectives:
  1. To develop one's ability to systematically relate the problems and issues of public administration to the goals and objectives of national development; and
  2. To enhance one's knowledge, level of competence and expertise in public policy, governance and management needed to advance the theory and practice of public administration.

 Diploma in Public Administration Major in Human Resources Management and Development

Program Objectives:
  1. To develop professional human resource managers in public labor sector or organizations and government.
  2. To improve managerial and leadership skills in handling human resources in a given organization.
  3. To increase one's knowledge on theories and practices dealing with the management of human resources in a dynamic environment; and.
  4. To instills a sense of professionalism and ethical standards in the practice of human resources management and development.
